Loxley Development Management [LDM] is a property & construction consultancy providing project and development management services in Warwickshire, Gloucestershire & Oxfordshire with a tailored approach. Working with clients to fulfil their vision and objectives, LDM has worked across the Private Residential, Commercial, Heritage and Higher Education sectors to help clients invest in their estates to achieve outstanding design and purpose. LDM was founded on the notion that project management can be done with a personable approach. Acting as a dynamic and flexible consultant, Frank works closely with clients to understand their needs.

 

With over 35 years of professional industry experience, Frank has a wealth of property, construction and project management knowledge and experience. Offering a truly personalised, professional approach to both residential and business clients alike, Frank is able to tailor his service by understanding that every project has its' unique objectives and constraints. With an early career in Quantity Surveying, Frank has a meticulous eye for number crunching, keeping abreast on industry changes or fluctuations in supply & demand. This foundation of knowledge and expertise propelled him into large-scale construction projects all over the world, including Malaysia, Germany, London and the KSA. Across a multitude of public clients, Frank has developed keen skills in tendering, procurement, construction methodology analysis, planning and, of course, QS services. LDM ensures that every project is executed with a tight grip on cost control.

 

No matter the size, Frank enjoys the process of understanding his clients' needs against the desired time, cost and quality parameters. ​

Design & Cost

We work with a range of architects, designers, engineers and cost consultants who will ensure that your project is developed so you achieve your goals. Cost is always a key driver in any building project and ensuring the right budget for the work is key in avoiding unexpected surprises. A clear understand of what you want coupled with a robust design that contractors can work to will ensure the project will be successful.

Planning & Approvals

A lot of projects will require planning permission as well as building control approvals; some work can be carried out under permissible development and we will ensure all aspects of your project is compliant and meets current regulations and legislation.

We provide advice on design, cost and timescales as well as making these applications with you and liaising with suitable contractors and craftsmen to ensure you achieve just what you want.

Project Delivery

Whether this is your first project or you're a seasoned self builder, we can tailor a solution so the work is delivered on time and budget. We can manage the whole process for you acting as the Clients' Representative or just provide help and support on an ad-hoc basis (so you always have a resource to call upon when you feel you need it). We have worked extensively on listed and heritage properties and can help with materials research, traditional crafts as well as modern methods of construction and off-site modular solutions.

Pre-Construction Services

Planning advice, what you will need to gain the various Statutory Authority permissions to allow your project to progress, Building Control approvals as well as architectural, structural and mechanical & electrical design to ensure you get the best solutions for your project.

Project Development

We can manage the on-site works on your behalf, help you develop the project to meet your budget, support you in assessing the best products and materials and ensure the works are carried out to meet current regulatory standards.

Cost, Budget, Tenders & Quantity Surveying

We can support you with budgeting, compiling tenders, reviewing quotes and providing an analysis of your project's out turn cost.

This can include basic advice on value for money to a complete cost schedule and tender for contractors to price against.
